Frank Boscarillo, COO Citynet Retail Division
Frank Boscarillo joined Citynet as SVP of Retail Operations in January, 2005, and was named Chief Operating Officer of Citynet's Retail Division in March, 2007. He has 22 years of telecommunications experience in the ILEC, IXC, and CLEC industries. Prior to joining Citynet, Frank was SVP – Operations, for Fibernet, LLC, West Virginia’s largest CLEC, where he was responsible for Network Operations and Engineering, Customer Service, Provisioning, Billing, and Information Technologies. While at Fibernet, Frank improved operating efficiencies by 20% year-over-year and led the successful implementation of a new subscriber billing system in just 7 months. Prior to that, he served as SVP – Network Operations and Service Delivery, at KMC Telecom, which operated 37 local markets across the United States. He implemented a company-wide strategy to central customer service and provisioning functions, which allowed the company to reduce Operating Costs by nearly 60% over a two-year period – while simultaneously improving Network Reliability to 99.999%. Frank spent two years at LCI International which was acquired by Qwest Communications in 1998, where he was as Vice President of Network Operations and Provisioning. Early in his career, Frank spent 11 years at Ameritech/Ohio Bell in various Network and Support Services management roles; when he left Ameritech in 1997, he was General Manager – Special Services for Illinois, Indiana and Wisconsin.

Frank has a Bachelors degree with majors in English and Political Science from Walsh University in Canton, OH. He also earned his Masters in Business Administration from Baldwin-Wallace College in Berea, OH. Frank, his wife, Michele, and their four children live in New Albany OH.
